A controversial federal levy on the horse industry to help pay for dealing with future disease outbreaks has passed the lower house.
The measure was introduced following last year's devastating outbreak of equine influenza (EI), but will not be used to cover the costs of that disease.
The levy - with the amount to be set after further consultations with the industry - will be applied when a horse is registered.
The coalition opposed the measure, with a long queue of speakers saying the bulk of the impost would fall on performance and recreational horses, which earned little or no income.
Agriculture Minister Tony Burke said it would bring the industry into line with other livestock industries by making it part of the Emergency Animal Disease Response Agreement.

Like rubbing salt in the wound, Agustin Barrenechea and the CFL head office have rejected Henry Burris's claim of a horse-collar tackle.
The Calgary Stampeders quarterback believed Barrenechea - the Edmonton Eskimos middle linebacker - horse-collared him while recording a key second-quarter sack in Monday's Labour Day game at McMahon Stadium.
Burris expressed his thoughts with the media after the game, apparently believing a flag should have been thrown for a tackle that he believed was near his neck and from behind.
But TV replays have cleared Barrenechea of any wrong-doing on a play that forced Burris to the bench with a toe injury.
